By Mr. Speaker, Mr. Kiss, and Delegate Ashley:
H. C. R. 53 -- "Requesting the Joint Committee on Government
and Finance to make a study of the loss of population and continued
high unemployment in McDowell County."
Whereas, The population in McDowell County has drastically
declined and continues to decline; and
Whereas, Unemployment in McDowell County is at unacceptably
high levels, and continues to increase; and
Whereas, This decline of population and rise in unemployment is
of great concern to the citizens of the county, and directly
affects the standard of living of those citizens; therefore, be it
Resolved by the House of Delegates:
That the Joint Committee on Government and Finance is hereby
requested to review, examine and study the reasons for the decline
of population and rise in unemployment in McDowell County, the ways
which these distributing trends may be halted and reversed, and the
programs or plans for halting and reversing these trends which are
feasible and advisable and to make recommendations to the
Legislature regarding the same; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 1998, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
